Minutes of the Annual Meeting of the Council held 7th May 2024 at 8 pm, St Vedast Church, Tathwell
 
PART A
24/05-1 Election of Chairman.  Cllr Mr Lou Fear was proposed and seconded for the appointment.  There being no other nominations, it was RESOLVED to re-appoint Cllr Mr Lou Fear as Chairman and he duly signed the Declaration of Acceptance of Office.

24/05-2 Election of Vice-Chairman. Cllr Mrs Rowena Larkin was proposed and seconded.  There being no other nominations, it was RESOLVED to re-appoint Cllr Mrs Rowena Larkin as the Vice- Chairman.

24/05-3 Record of Members Present and Apologies. 
Present: Cllr Mr Lou Fear (Chairman), Cllr Steve Samuel, Cllr John Williams, Cllr Jo Walsh and Cllr Mrs Elizabeth Hairsine
Also present:  Mr Russell Howard and Mrs Nadine Must (Parish Clerk).  
Apologies accepted: Cllr Rowena Larkin (Vice-Chairman)
Absent: Cllr John Stainton
 
24/05-4 Chairman’s Welcome and Remarks. The Chairman reported that Cllr Elizabeth Hairsine has handed in her resignation as parish councillor. The Parish Council thanked Cllr Hairsine for all her contribution both as parish councillor and as Chairman for many years.
 
24/05-5 To receive any Declarations of Interest on any item on the agenda. None
 
24/05-6 Minutes from 5 February 2024.  It was RESOLVED that the minutes of the meeting was an accurate record. The Chairman signed the minutes.

24/05-7 Council Matters
a) Annual Review of Policies.  The Council reviewed all its current policies and agreed that the documents were still relevant.  The Clerk to renew all policies on the council website.

v. Complaints Procedure
vi. Environmental Policy
vii. Health and Safety Policy
viii. Equal Opportunities Policy

b) Actions from Previous Meeting.  Noted. There was still no progress from ELDC on the request to merge both Councils.  The LCC Ward Member has not replied to any of the emails to discuss options on speed limits in the parish.
 
c) Communications Received.  Noted. Cllr Williams will send photos of the Haugham bench when installed.
 
d) Insurance Quotes.  Three insurance firms were approached to quote but only one firm replied back with their renewal price. Council resolved to accept the quote from Zurich Insurance at a cost of £277.  Annual Insurance period starts on the 17 June 2024.

24/05-8 Finance and Budgets
a) Payments.  The Council resolved to accept the following payments for May 2024.  It was also resolved not to register with the LALC Annual Training Scheme.  Councillors and Parish Clerk to attend as required and Council to pay as non-members.

b) Receipts.  It was noted that the Parish Precept for FY2024-25 of £4,043 has been received from ELDC
 
c) Review of End of year Receipts and Payments 2023-2024.  Noted and approved.
 
d) 2023-2024 AGAR.  The Council noted the Internal Auditor’s report.
 
e) 2023-2024 AGAR. The Council reviewed and approved the Governance Statement.
 
f) 2023-2024 AGAR. The Council reviewed and approved the Accounting Statements and all other supporting financial records.
 
g) The Council approved the Certificate of Exemption.   The Chairman and Clerk both signed the relevant forms for submission to the external auditor and for publication on website.
 
24/05-9 Planning Matters. 
a. N/081/00443/24 | Planning Permission - Extensions and alterations to existing dwelling to replace existing rear and side extensions which are to be demolished. | 4 The Terrace, Tathwell Road, Haugham, Louth, LN11 8PX.  It was resolved to support the planning application.
b) No other applications considered.
