Minutes of the meeting held 6 November 2023, 7:30 pm at St Vedast Church, Tathwell
Public Forum. There were two members of the public present and reported issues including the flooding and mud at Raithby Road, the fallen trees at the copse close to Thacker’s Lane, the state of the lake and the parking of vehicles on the footpath. They will send the list of issues to the Clerk by email for proper consideration. The Chairman reported that Raithby Road had been cleared and the other issues will be dealt with.
Both ELDC and LCC Ward Members were not present and had no updates..
23/11-1 Record of Members Present and Apologies.

23/11-2 To receive any Declarations of Interest on any item on the agenda. None
23/11-3 Minutes from 31 July 2023. It was RESOLVED that the notes of the meeting were accurate and the Chairman signed the minutes.
23/11-4 Council Matters
a) Chairman’s Remarks. No updates
b) Actions from Previous Meeting. Noted. Cllr J Williams reported that he consulted with Haugham residents and they fully support a bench to be situated at the Churchyard. The Clerk to source quotes for a three-seater bench and request a funding request to the ELDC Ward Member via the Councillors Community Grant.
c) Communications. Noted.
i. Police and Crime Commissioner Parish Council Engagement – 5 December 2023. Cllr Williams volunteered to represent the Parish Council at the session.
ii. ELDC Polling Places Review – No changes required
iii. Lincolnshire Emergency Plan Session. The Council agreed to invite the LRF team to do a presentation at next year’s Annual Parish Meeting
iv. Sub-Regional Strategy Consultation. No comments from the Parish Council
d) Merger of Tathwell and Haugham. No update from ELDC. ELDC Cllr A Grist will pursue the matter with the relevant team.
e) Bench outside St Vedast Church. Two quotes were considered and the Parish Council agreed to accept the quotation from Louth Men’s Shed to carry out the works as soon as possible.
f) Donations to Charities. Grant funding requests were received from local charities. It was agreed to donate £150 each to St Barnabas Hospice and Lincs and Notts Ar Ambulance.

b) Budget Monitoring and Latest Receipts and Payments. Noted
c) Proposed Budget for 2024/25. The Council considered the draft budget and agreed to increase the budget allocation for parish amenities to £320 to pay for tree pruning services. The agreed precept requirement for FY2024/25 was £4,043
23/11-6 Community Amenities/Issues
a) Portable loo hire. The Council agreed to book and pay for the hire for May 2024.
b) Remembrance Sunday Service. Mr R Howard reported that he had procured the wreath and the order of service will start at 10:30am at the War Memorial and a Church Service will follow at around 10:50m. The Vice Chairman will represent the Parish Council.
23/11-7 Planning Matters
a) It was noted that N/174/01523/23 Ivy Cottage, Poverty Lane, Tathwell had been approved
b) Pre-consultation from Haugham Slates Farm. It was considered that the planned works were not obtrusive and will provide better signal for communications. It was resolved to make no comment to the developer and will consider the planning application when consulted by the district council.
c) Local Plan Services and Facilities Review. The list submitted for review was accurate and the Clerk will confirm with ELDC.
d) Open Space and Play Provision Review. The Council will put the Boules pitch as a provision when the review consultation is received.
